摘要针对公安专科学校图书馆存在的基础设施陈旧落后、人员素质不高、文献质量差、为教学及科研服务的职能没有充分发挥的现状，提出要抓住“升本换建”的契机，建立现代化的图书馆馆舍，并在此基础上注重数字化及特色文献资源建设，加大文献购置力度，注重人员素质的提高，同时要充分注意新馆建设的合理性，抓牢基础工作，加强同地方警务系统的联系，从而加快公安专科学校图书馆建设，提高办馆水平。
